Cleon Franklin is a visionary instructional designer and leader dedicated to transforming education and professional development while championing opportunities for underserved communities.

With a wealth of experience in instructional design, Cleon utilizes frameworks such as ADDIE, ARCS, and SAM to craft engaging and impactful learning experiences across healthcare, education, and technology. At CVS Specialty, he developed interactive programs that enhanced performance in enteral care, leadership, and pharmacy services, driving measurable outcomes that improved service delivery. His disciplined, mission-driven approach stems from his distinguished service as a U.S. Army veteran.

As Director of Virtual Schools for Shelby County Schools, Cleon managed multimillion-dollar budgets and dramatically increased online course enrollment from 500 to 4,000 students annually. His passion for equity led him to found initiatives like Memphis Virtual School for Incarcerated Youths and the Just for Fun Program, providing quality education for marginalized populations and ensuring opportunities for lifelong learning and success.

Cleon holds a Bachelor of Science in Industrial Technology and Technical Education, a Master of Science in Policy Studies, and has completed doctoral coursework in Instructional Design & Technology. His unwavering commitment to equity, innovation, and lifelong learning drives his efforts to create transformative educational experiences that shape a more inclusive and equitable future for all learners.
